Shaanxi Urban & Rural Water Supply Construction & Management Division
Urban & Rural Water Supply Construction & Management Division of Shaanxi Provincial Department of Water Resources (hereinafter referred to as the Division) is one of public unit with administrative functions affiliated to Shaanxi Provincial Department of Water Resources. It has 30 employees, including 1 senior engineer with professor title, 4 senior engineers, 1 senior accountant and 3 engineers. It is comprised of Rural Water Supply Section, Urban Water Supply Section, Financial Supervision Section and Foreign-funded Project Mangement & Comprehensive Affairs Section , as well as Shaanxi Provincial Leading Group Office for Urban Water Supply Japanese Yen Loan Project.
The division focuses mainly upon the construction and management of water supply sources in 10 large and medium-sized cities, water supply systems in 86 county seats and drinking water and water improvement projects in villages, towns and townships , with main functions as follows:
1. To research and work out the guideline and development plan for urban and rural water supply and water improvement in the whole province, being responsible for the implementation of laws and regulations of urban and rural water supply;
2. To draft norms and standards for urban and rural water supply and water improvement in the whole province, being responsible for the qualifications check of urban and rural water supply units;
3. To guide the construction of social service system of urban and rural water supply and the operating management of water supply enterprises, being responsible for the check and approval of special permit operating authority of urban and rural water supply works;
4. To organize the check and approval of the planning of urban and rural water supply and water improvement as well as of the design of large-scale water supply and water improvement projects in countrysides and cities ;
5. To be responsible for drafting and submitting the annual plans on provincial water supply and water improvement projects, organize the inspection and instruct the implementation.
6. To be responsible for the approval of reconstruction, removal, or transfer of public water supply facilities due to the need of engineering construction;
7. To be responsible for the administrative law enforcement for the protection of urban and rural water supply works;
8. To guide the water-saving for water supply enterprises and drinking water works;
9. To guide the reform of water management system in urban and rural areas;
10. To participate in reviewing administrative reconsideration cases of water supply works;
11. To participate in hearing the water administrative penalty relating to water supply works protection;
12. To be responsible for the loan distribution and recovery of water supply works based upon the World Bank¡¯s loan;
13. To be responsible for the management of urban water supply project with Japanese Yen loan.
